“Biodiversa+ strategic biodiversity monitoring governance document (Phase II)”

The first two years of Biodiversa+ have provided key findings for harmonising and developing transnational biodiversity monitoring schemes across Europe. While significant challenges remain, our partnership has already identified key areas for improvement:

  • Effective biodiversity monitoring depends on its ability to meet clearly defined policy and societal needs. A structured framework is required to identify end-users of biodiversity monitoring outputs and their use cases, enabling the prioritisation of monitoring efforts and the development of harmonised indicators that can be applied consistently from local to global scales.
  • Common biodiversity monitoring frameworks are essential to integrate existing data and emerging tools, including novel technologies, into policy processes. Achieving this requires strengthened collaboration, adequate capacity building, and mechanisms that ensure data quality, interoperability and stakeholder engagement. Harmonised approaches support alignment across sectors and governance levels while facilitating data sharing and reuse.
  • Improving the uptake of monitoring results further requires the design of end-to-end workflows linking biodiversity observations to data processing and decision-making. Federated approaches involving networks of experts, research infrastructures, policy actors and businesses are particularly well suited to this task.
  • Strong governance structures are critical. Countries and regions should establish biodiversity monitoring coordination centres or, at minimum, well-resourced focal points to enable effective national oversight and transnational cooperation.
  • Experience from Biodiversa+ pilots highlights the importance of proactively addressing legal, administrative and operational barriers, particularly for transnational monitoring schemes, by building on existing initiatives and lessons learned.
